As an organizer I want to be able to Mute callers without them being able to unmute themselves and/or turn off announcement when caller is muted. is this possible? if yes how? Thanks

So we don't currently offer the ability to disable Participants from unmuting themselves.
The reason being is that we always want to offer Participants the ability to chime into a call whenever they need to.
For now, your best workaround is to select the Mute All option when you're hosting your conference, and maybe to just mention to Participants that you want to save any questions/comments until after your call, or to filter questions/comments to the chat sidebar.
